Stop the War! Give Peace a Chance! - Street Actions in Portugal | March 2022

In Lisbon, Porto, Viseu, Évora, Santarém and Couço, on March 10, the Portuguese Council for Peace and Cooperation organised several street actions, gathering hundreds of people all over the country, under the theme "Stop the war, give Peace a chance". They reaffirmed the pressing need to put an end to the escalation of the conflict, promote dialogue and negotiations, reach agreements that serve the interests of peace and cooperation among peoples!

Actions were also held in Funchal, on March18, in Faro, on March 19, in Aveiro on March 22, in Álcacer do Sal, on March 26 and in Porto, on March 27.

Stop the War!
Give Peace a Chance!

Concerned with the situation of war in Ukraine, which has repercussions all

across Europe, and aware that there are risks that could have

consequences for all Humanity, men and women citizens must

make a stand and launch this appeal.

War cannot be a solution to the conflict and is not, in any case,

the path that is required to achieve peace.

In this regard, the signatories:

-call for an end to the war in Ukraine and the holding of negotiations,

to find a just and lasting agreement, in the interests of the peoples;

-demand, in addition to the immediate cessation of fighting in Ukraine, a stop to

the continuous increase in military forces and arms in the East

of Europe, a situation that tends to place the interests of war over those of peace,

friendship, cooperation among peoples;

-emphasize that sanctions should not replace diplomacy because, first and foremost,

they affect the living conditions of the populations of the countries,

both of those who suffer them and those who impose them;

-repudiate all forms of fascism, Nazism, xenophobia, wherever they

appear;

-view as essential and urgent the creation of agreements and

mechanisms of dialogue that guarantee the establishment of a climate of

peace, confidence and security for all the countries and peoples of Europe and the

world;

- call on the Portuguese authorities, in the light of the Constitution of the

Republic, not to contribute to the worsening of the conflict, of militarism,

war, and to take an active and committed part in the search for just,

safe and peaceful solutions;

-underline that respect for the principles of the UN Charter and of

international law is the essential path to justice, security, respect

for peoples' rights and peace.

Stop the War! Give peace a chance!

We are here, in this important and necessary action – at this very moment, as are many others, in various parts of the country – calling for an end to the war in Ukraine and for peace to be given a chance.

And giving peace a chance requires, immediately, the suspension of the fighting and the guarantee of humanitarian aid to the populations, to the refugees.

These are urgent, fundamental measures. But insufficient.

We must also put an end to the escalation of the conflict, promote dialogue and negotiations, reach agreements that serve the interests of peace and cooperation among peoples – between the Ukrainian people, the Russian people, all the peoples of Europe and the World!

The war in Ukraine did not begin a few days ago, with the Russian military intervention in this country. It has been going on since 2014, having caused around 15,000 deaths, suffering and destruction in the Donbass region in the last eight years.

The conflict in Ukraine has long stepped out of the framework of international law and it is crucial that it returns as quickly as possible.

You cannot put an end to war by insisting on the path that led to it. War, militarism, confrontation is not the path to achieve peace.

We must demand an end to the propaganda of war, to the incitement of hatred, to inflammatory measures that pour more fuel into the fire, encouraging the continuation of the war, at the cost of the loss of more human lives.

We must denounce the hypocrisy of those who have long been promoting confrontation, conflict and war in Ukraine, and who are now trying to conceal their great responsibilities.

Those same who, under the pretext of a war they encouraged and continue to fuel, are now launching themselves into the colossal increase in military expenditure, the intensification of the arms race, militarism, the business of war.

Those same who, under the pretext of a war they encouraged and continue to fuel, are now casting sanctions whose heavy costs will be borne by workers and peoples, including the Portuguese workers and people.

Those same who, under the pretext of a war that they encouraged and continue to fuel, fill the pockets of profiteers and large economic groups with billions of obscene profits.

The war must stop! Peace must be given a chance!

Peace cannot be promoted with more war propaganda, with more confrontation, with more threats, with more sanctions.

A lasting peace will only be possible by blocking the path of militarism, the enlargement and strengthening of political-military blocs such as NATO, and the increase in its military forces and arms in Eastern Europe.

A lasting peace will only be possible by restoring arms control treaties and agreements, abandoned one after another in recent decades. Following the path of dialogue, of détente, of disarmament.

There is an urgent need to open a broad and participatory debate on the security architecture in Europe, based on guarantees of mutual security, peace and cooperation.

The peace, just and lasting, that we want to give a chance also requires the rejection and repudiation of all expressions of fascism, Nazism and aggressive nationalism.

Peace, cooperation and friendship among the peoples of Europe must prevail in the face of artificially created divisions and confrontations and the business of war, expressions of criminal and obscure interests that are not those of the peoples.

Portugal must play an active role in building peace.

In this as in other matters, we urge the Portuguese Government to assume a sovereign stand in defence of peace, and not the stands in tow with the warmongering policy of NATO, the US, the European Union that led us here.

We call on the Portuguese government to stop aligning itself with those who bet on the eternalisation of the conflict, on the continuation of the war, on the aggravation of tensions.

It is the Constitution of the Portuguese Republic that must determine Portugal's position.

And it is this Constitution that, in its Article 7, defends the peaceful solution of international conflicts – and not the escalation of war;

It enshrines non-interference in the internal affairs of other States – and not the promotion of coups d'état and support for xenophobic and fascist forces.

It demands the dissolution of political-military blocs – and not the strengthening and growing warmongering by NATO, increasingly established along Russia's borders;

It points to cooperation among peoples for the emancipation and progress of humanity – and not the exacerbation of differences and divisions based on nationality, language, ethnicity or religion.

The Constitution of the Portuguese Republic, an expression of the aspiration and conquest of peace by the Portuguese people in the April Revolution, aims at general, simultaneous and controlled disarmament – and not at the arms race.

These actions of ours today are not the beginning of a path, as they are not the end. We fight for peace and we will continue to do so – with determination, confidence and courage. As always, we reject the hypocrisy of those who, falsely speaking of peace, incite confrontation and war.

We will insist that the solution to this and other conflicts lies in abiding the principles enshrined in the United Nations Charter and in the Final Act of the Helsinki Conference. In a path of justice, security, respect for the rights of peoples and peace.

This is the path that we must continue to follow.

Reafirmou-se a urgência de pôr fim à escalada do conflito, promover o diálogo e as negociações, alcançar acordos que sirvam o interesse da paz e da cooperação entre os povos!

Parar a Guerra!

Dar uma oportunidade à Paz!

Apreensivos com a situação de guerra na Ucrânia, que tem repercussões em

toda a Europa, e conscientes de que existem riscos que podem ter

consequências para toda a Humanidade, cidadãs e cidadãos não podem

deixar de tomar posição e lançar este apelo.

A guerra não pode ser uma solução para o conflito e não é, em caso algum,

o caminho que se impõe para alcançar a paz.

Nesse sentido, os subscritores:

-apelam ao fim da guerra na Ucrânia e ao estabelecimento de negociações,

de modo a encontrar um acordo justo e duradouro, no interesse dos povos;

-reclamam que, a par da suspensão imediata dos combates na Ucrânia, seja

travado o constante aumento de forças militares e de armamentos no Leste

da Europa, situação que tende a sobrepor os interesses da guerra à paz, à

amizade, à cooperação entre os povos;

-salientam que as sanções não devem substituir a diplomacia porque, em

primeiro lugar, atingem as condições de vida das populações dos países,

tanto dos que as sofrem como dos que as impõem;

-repudiam todas as formas de fascismo, nazismo, xenofobia onde quer que

se manifestem;

-entendem como imprescindível e urgente a criação de acordos e

mecanismos de diálogo que garantam o estabelecimento de um clima de

paz, confiança e de segurança para todos os países e povos da Europa e do

mundo;

-apelam às autoridades portuguesas para que, à luz da Constituição da

República, não contribuam para o agravamento do conflito, o militarismo, a

guerra, e sejam parte activa e empenhada na procura de soluções justas,

seguras e de pacíficas;

-sublinham que o respeito pelos princípios da Carta da ONU e do direito

internacional é o caminho essencial para a justiça, a segurança, o respeito

pelos direitos dos povos e a paz.

Parar a Guerra! Dar uma oportunidade à paz!

Estamos aqui, nesta importante e necessária acção – tal como, neste preciso momento, estão muitos outros, em vários pontos do País – a apelar ao fim da guerra na Ucrânia e a que seja dada uma oportunidade à paz.

E dar uma oportunidade à paz exige, no imediato, a suspensão dos combates e a garantia de ajuda humanitária às populações, aos refugiados.

Estas são medidas urgentes, fundamentais. Mas insuficientes.

Há também que pôr fim à escalada do conflito, promover o diálogo e as negociações, alcançar acordos que sirvam o interesse da paz e da cooperação entre os povos – entre o povo ucraniano, o povo russo, todos os povos da Europa e do Mundo!

A guerra na Ucrânia não começou há poucos dias, com a intervenção militar da Rússia neste país. Dura desde 2014, tendo provocado nos últimos oito anos cerca de 15 mil mortos, sofrimento e destruição na região do Donbass.

Há muito que o conflito na Ucrânia saiu do quadro do direito internacional e é fulcral que a ele retome o quanto antes.

Não se põe fim à guerra insistindo no caminho que conduziu a ela. A guerra, o militarismo, a confrontação não são o caminho para alcançar a paz.

Há que exigir o fim da propaganda de guerra, da incitação ao ódio, das medidas incendiárias que lançam mais achas para a fogueira, animando a continuação da guerra, à custa da perda de mais vidas humanas.

Há que denunciar a hipocrisia daqueles que desde há muito fomentam a confrontação, o conflito, a guerra na Ucrânia, e que agora procuram esconder as suas profundas responsabilidades.

Os mesmos que, a pretexto de uma guerra que incentivaram e que continuam a alimentar, se lançam agora no colossal aumento das despesas militares, na intensificação da corrida armamentista, do militarismo, do negócio da guerra.

Os mesmos que, a pretexto de uma guerra que incentivaram e que continuam a alimentar, se lançam agora na imposição de sanções cujos pesados custos serão suportados pelos trabalhadores e os povos, incluindo pelos trabalhadores e o povo português.

Os mesmos que, a pretexto de uma guerra que incentivaram e que continuam a alimentar, enchem os bolsos dos especuladores e dos grandes grupos económicos com milhares de milhões de lucros obscenos.

Há que parar a guerra! Há que dar uma oportunidade à paz!

Não se promove a paz com mais propaganda de guerra, com mais confrontação, com mais ameaças, com mais sanções.

Uma paz duradoura só será possível travando o caminho do militarismo, do alargamento e reforço dos blocos político-militares como a NATO, do aumento das suas forças militares e dos seus armamentos no Leste da Europa.

Uma paz duradoura só será possível recuperando tratados e acordos de controlo de armamentos, abandonados, um após outro, nas últimas décadas. Percorrendo o caminho do diálogo, do desanuviamento, do desarmamento.

É urgente que se abra um amplo e participado debate sobre a arquitetura de segurança na Europa, assente em garantias de segurança mútua, na paz, na cooperação.

A paz, justa e duradoura, a que queremos dar uma oportunidade exige também a rejeição e repúdio de todas e quaisquer expressões de fascismo, nazismo e nacionalismo agressivo.

A paz, a cooperação, a amizade entre os povos da Europa devem prevalecer face a divisões e confrontos artificialmente criados e ao negócio da guerra, expressões de criminosos e obscuros interesses, que não são os dos povos.

Portugal deve ter um papel ativo na construção da paz.

Nesta como noutras matérias, instamos o Governos português a assumir uma posição soberana em defesa da paz, e não posições seguidistas da política belicista da NATO, dos EUA, da União Europeia que nos trouxe até aqui.

Apelamos ao Governo português que deixe de alinhar com aqueles que apostam na eternização do conflito, no prolongamento da guerra, no agravamento das tensões.

É a Constituição da República Portuguesa que deve determinar o posicionamento de Portugal.

E é essa Constituição que no seu artigo 7.º defende a solução pacífica dos conflitos internacionais – e não a escalada de guerra;

É ela que consagra a não ingerência nos assuntos internos dos outros Estados – e não a promoção de golpes de Estado e o apoio a forças xenófobas e fascizantes.

É ela que reclama a dissolução dos blocos político-militares – e não o reforço e crescente belicismo da NATO, cada vez mais instalada junto às fronteiras da Rússia;

É ela que aponta para a cooperação entre os povos visando a emancipação e o progresso da humanidade – e não o acentuar de diferenças e divisões com base na nacionalidade, na língua, na etnia ou na religião.

É a Constituição da República Portuguesa, expressão da aspiração e conquista da paz pelo povo português na Revolução de Abril, que aponta ao desarmamento geral, simultâneo e controlado – e não à corrida aos armamentos.

Estas nossas ações de hoje não são o princípio de um caminho, como não são o fim. Lutamos pela paz e continuaremos a fazê-lo – com determinação, confiança e coragem. Como sempre, rejeitamos a hipocrisia daqueles que, falando falsamente em paz, instigam a confrontação e a guerra.

Insistiremos que a solução para este e outros conflitos está no cumprimento dos princípios consagrados na Carta das Nações Unidas e na Ata Final da Conferência de Helsínquia. Num rumo de justiça, segurança, respeito pelos direitos dos povos e da paz.

É este o caminho que é necessário que continuemos percorrer
