Stop the War! Give Peace a Chance! Actions in Portugal | Speech of the CPPC

The Appeal "Stop the War! Give Peace a Chance", launched by the Portuguese Council for Peace and Cooperation (CPPC), aimed at carrying out actions in defence of Peace, was supported by several organizations and six public initiatives were held.
It began in Viseu, on the 11th of February, and ended in Porto on the 18th of February, after, on the 16th, actions had taken place in Lisbon, Évora and Setúbal and, on the 17th, in Corroios and a human cord in Coimbra.
In several places, many hundreds of people supported the urgent need to end the war and open the way for negotiation.
Everywhere it was said that war and sanctions cause suffering to the people and only serve the powerful: the economic groups of armaments, energy, fuels and food.
It is necessary to put an end to them and insist on diplomacy and negotiation - involving the USA, the EU and NATO and the other players in the conflict, like the Russian Federation - not just to put an end to the war, which has been raging in Ukraine for almost nine
years and which should never have started, but to make progress in terms of easing international relations and disarmament. Only in this way will peace be just and lasting.
The wars and conflicts taking place in Palestine, Yemen, Syria and Western Sahara were also mentioned, demanding negotiated solutions in defence of peace.
Peace lovers everywhere proclaimed "Yes to Peace! No to War!"

Speech of the CPPC

“Dear friends,

We salute all those who answered the call to take to the streets again, converging on the demand for peace, as we did in March, June and October of last year.

We continue this very important and necessary action, as in Viseu on the 11th., today here in Lisbon, but also in Évora and Setúbal, as in the coming days in Coimbra, Corroios and Porto, to demand that peace be given a chance .

We want to state loudly, and as far as possible, that giving peace a chance is to stop confrontation and war, whether in Palestine, Western Sahara, Syria, Yemen or Ukraine, and put an end to the tragic consequences and serious dangers they involve.

Yes, dear friends, we live in times when it is necessary to reaffirm it as many times as necessary to increase the number of those who are outraged and protest against the apology of war, the distortion of truth, the instigation of hatred, relentlessly propagandised in
the media.

In March of last year, we took to the streets in defence of peace, reminding that the war in Ukraine did not start in February, with Russia's military intervention, but that it had lasted for eight years, since the coup d'état in February 2014, causing around 15,000
deaths and massive destruction in the Donbass region.

The Secretary General of NATO himself admitted that the countries that comprise this political-military bloc have supported Ukraine financially and militarily since the beginning of the war nine years ago, and that this military support has been increasing
during all these years.

The conflict in Ukraine has long ago left the framework of international law and it is crucial that it return to it as quickly as possible. The war must end. But one does not end the war by insisting on the path that led to it. The escalation of war, the arms race, the
increase in militarism, the increase in confrontation is not the way to achieve peace, which people aspire and are entitled to.

From the outset, we have defended a negotiated political solution to the conflict, based on respect for democracy, freedoms, the right of peoples to decide their future, in order to guarantee peace in Ukraine and in Europe.

It is urgent to end the war. It is necessary to open a path of negotiation between the US, NATO, the European Union and the other parties involved in the conflict, namely Russia.

Therefore, we demand an end to the incendiary measures that pour more fuel into the fire, encouraging the continuation of the war, at the cost of more death, suffering and destruction, of millions of displaced people and refugees.

That is why we denounce the hypocrisy of those who, using Ukraine and at the expense of the Ukrainian people, have long promoted confrontation and conflict in Europe, and who are now trying to hide their great responsibility for the outbreak and worsening of this war.

Of those who, under the pretext of a war that they provoked and continue to instigate, have been sending more and more sophisticated war material, doing everything to boycott the efforts for a political solution, showing that they have no intention of paving the way for
peace .

Of those who, under the pretext of a war they provoked and continue to instigate continue to apply more and more sanctions, even knowing that their heavy costs are being borne by the workers and peoples of Europe, including the Portuguese workers and people.

Of those who, under the pretext of a war they provoked and continue to instigate, line the pockets of speculators, of the large economic groups in the arms industry, energy, financial and food sectors, with billions of obscene profits, while the vast majority is impoverishing.

With each passing day, we see who gains with confrontation and war, with the arms race, with sanctions; we see who profits from the suffering of peoples, particularly the Ukrainian people; we see who profits from the worsening of living conditions.

The big US arms companies exported more than 200 billion dollars in 2022.

The big oil multinationals, BP, Chevron, ExxonMobil and Shell, collected record profits, in the order of 150 billion.

In Portugal, the large economic groups also increased their profits exponentially, like:

GALP, with over a billion in profits.
EDP, with more than six hundred million in profits.
Or SONAE and Jerónimo Martins, with over four hundred million in profits.

It is necessary to stop the business of war and sanctions at the cost of suffering and the worsening of peoples' living conditions.

We must give peace a chance!

A lasting peace will only be possible by halting the path of militarisation of international relations, halting the enlargement and strengthening of political-military blocs, such as NATO, halting the arms race.

A lasting peace involves the reestablishment of treaties and arms control agreements, abandoned one after another by the US, during the last decades.

Re-establishing and creating new arms control and reduction agreements and treaties that are truly respected and not just used to gain time to prepare for war, as admitted by Angela Merkl and François Hollande with regard to the Minsk agreements, which could have
opened the road to peace in Ukraine in 2014 and which were deliberately boycotted for eight years.

It is necessary to follow a true path of dialogue, of détente of international relations, of disarmament.

A broad and intervening movement in favour of peace is urgently required, demanding compliance with the principles of sovereignty, mutual security and cooperation in Europe adopted in 1975 in the Final Act of the Helsinki Conference.

Peace, just and lasting, to which we want to give a chance, also requires the rejection and repudiation of any and all expressions of fascism and xenophobia.

Respect for rights, solidarity, friendship among the peoples of Europe and the world must prevail in the face of artificially created divisions and confrontations and the business of war, expressions of criminal and obscure interests, contrary to those of the peoples.

Portugal must play an active role in building peace. Therefore, we urge the Portuguese Governments to assume a sovereign position in defence of peace, and not follow positions of warmongering policy that brought us here.

We call on the Portuguese Government to stop aligning itself with those who bet on the eternalisation of the conflict, on prolonging the war, on exacerbating tensions, subjugating itself to interests that have nothing to do with the interests of the Portuguese people.

In the year in which the celebrations of the 50th. anniversary of the 25th of April 1974 begin, we reiterate the importance of the Constitution of the Portuguese Republic, an instrument that must determine the international stand of Portugal.

It is the Constitution which, in Article 7, defends the peaceful solution of international conflicts – and not the escalation of war.

It enshrines non-interference in the internal affairs of other States – and not the promotion of coups d'état and support for xenophobic and fascist forces.

It calls for the dissolution of the political-military blocs – and not their enlargement and reinforcement as happens with the growing warmongering of NATO and its allies.

It is the Constitution of the Portuguese Republic, expression of the aspiration and achievement of peace by the Portuguese people in the April Revolution, which points to general, simultaneous and controlled disarmament – and not to the arms race.

It points to cooperation among peoples aimed at the emancipation and progress of humanity – and not the heightening of differences and divisions based on nationality, language, ethnicity or religion.

We will insist that the solution to conflicts lies in compliance with the principles enshrined in the United Nations Charter, in a path that guarantees justice, security and rights to all Humanity, including the right of peoples to live in peace.

The actions we are carrying out across the country this week are not the beginning of a journey, nor are they the end. We fought, fight and will fight for Peace, with determination, confidence and courage.

The fight goes on, to stop the war and give peace a chance!”

O Apelo "Parar a guerra! Dar uma oportunidade à Paz", lançado pelo Conselho Português para a Paz e Cooperação (CPPC), visando a realização de concentrações em defesa da Paz, foi apoiado por diversas organizações, tendo sido realizadas, pelo país, seis iniciativas públicas.
Iniciou-se em Viseu, no dia 11 de fevereiro, e terminou no Porto no passado dia 18 de fevereiro, depois de, no dia 16, se terem realizado concentrações em Lisboa, Évora e Setúbal e, dia 17, uma concentração em Corroios e um cordão humano em Coimbra.
Em diversos locais, muitas centenas de pessoas apoiaram a urgência de pôr fim à guerra e abrir caminho para a negociação.
Por todo o lado se afirmou que a guerra e as sanções causam sofrimento aos povos e só servem os poderosos: os grupos económicos do armamento, da energia, dos combustíveis e da alimentação.
É preciso pôr-lhes fim e insistir na diplomacia e na negociação - envolvendo EUA, UE e NATO e os outros intervenientes no conflito, desde logo a Federação Russa - não apenas para pôr fim à guerra, que há quase nove anos se trava na Ucrânia e que nunca deveria ter começado, mas para concretizar avanços ao nível do desanuviamento das relações internacionais e do desarmamento. Só assim a paz será justa e duradoura.
Também as guerras e conflitos que se travam na Palestina, no Iémen, na Síria e no Sara Ocidental foram evocados exigindo-se igualmente soluções negociadas na defesa da paz.
Em todo o lado, os amantes da paz proclamaram "Paz sim! Guerra não!"

Conhece a intervenção do CPPC

"Estimados amigos e amigas,

Saudamos todos quantos se associaram ao apelo para estar de novo na rua, convergindo na exigência da paz, tal como fizemos em Março, Junho e Outubro do ano passado.

Prosseguimos nesta tão importante e necessária acção para exigir que seja dada uma oportunidade à paz.

Queremos afirmar bem alto e levar o mais longe possível que dar uma oportunidade à paz é parar a confrontação e guerra, seja na Palestina, no Sara Ocidental, na Síria, no Iémen ou na Ucrânia, e pôr fim às trágicas consequências e sérios perigos que comportam.

Sim, estimados amigos e amigas, vivemos tempos em que é necessário reafirmá-lo quantas vezes o necessário para aumentar o número dos que se indignam e insurgem face à apologia da guerra, à deturpação da verdade, à instigação do ódio, constantemente propagandeadas nos meios de comunicação social.

Em Março do ano passado, saímos à rua em defesa da paz, recordando que a guerra na Ucrânia não começara em Fevereiro, com a intervenção militar da Rússia, mas que durava já há oito anos, desde o golpe de Estado em Fevereiro de 2014, causando cerca de 15 mil mortos e uma enorme destruição na região do Donbass.

O próprio Secretário-Geral da NATO admitiu que os países que integram este bloco político- militar apoiam financeira e militarmente a Ucrânia, desde o início da guerra há nove anos, e que este apoio militar tem vindo a aumentar ao longo de todos estes anos.

Há muito que o conflito na Ucrânia saiu do quadro do direito internacional e é fulcral que a ele retome quanto antes. Há que pôr fim à guerra. Mas não se põe fim à guerra insistindo no caminho que conduziu a ela. A escalada de guerra, a corrida armamentista, o incremento do militarismo, o aumento da confrontação não são o caminho para alcançar a paz, a que os povos aspiram e têm direito.

Desde o primeiro momento que defendemos uma solução política negociada para o conflito, com base no respeito pela democracia, pelas liberdades, pelo direito dos povos a decidirem o seu futuro, de forma a garantir a paz na Ucrânia e na Europa.

É urgente pôr fim à guerra. É necessário abrir um caminho de negociação entre os EUA, a NATO, a União Europeia e os outros intervenientes no conflito, nomeadamente a Rússia.

Por isso, exigimos o fim das medidas incendiárias que lançam mais achas para a fogueira, animando a continuação da guerra, à custa de mais morte, sofrimento e destruição, de milhões de deslocados e de refugiados.
Por isso denunciamos a hipocrisia daqueles que, utilizando a Ucrânia e à custa do povo ucraniano, há muito fomentam a confrontação e o conflito na Europa, e que agora procuram esconder as suas profundas responsabilidades no eclodir e agravar desta guerra.

Daqueles que, a pretexto de uma guerra que provocaram e que continuam a instigar, têm vindo a enviar cada vez mais e mais sofisticado material bélico, tudo fazendo para boicotar os esforços para uma solução política, demonstrando que não têm intenções de abrir caminho à paz.

Daqueles que, a pretexto de uma guerra que provocaram e que continuam a instigar, continuam a aplicar mais e mais sanções, mesmo sabendo que os seus pesados custos estão a ser suportados pelos trabalhadores e os povos da Europa, incluindo pelos trabalhadores e povo português.

Daqueles que, a pretexto de uma guerra que provocaram e que continuam a instigar, enchem os bolsos dos especuladores, dos grandes grupos económicos da indústria de armamento, da energia, do sector financeiro e alimentar, com milhares de milhões de lucros obscenos, enquanto a grande maioria empobrece.

A cada dia que passa, vemos quem ganha com a confrontação e a guerra, com a corrida armamentista, com as sanções; vemos quem lucra à custa do sofrimento dos povos, particularmente do povo ucraniano; vemos quem lucra com o agravamento das condições de vida.

As grandes empresas de armamento dos EUA exportaram acima dos 200 mil milhões de dólares em 2022.
As grandes multinacionais petrolíferas, BP, Chevron, ExxonMobil e Shell, arrecadaram lucros recorde, na ordem dos 150 mil de milhões.
Em Portugal, os grandes grupos económicos também aumentaram exponencialmente os seus lucros, como:
A GALP, com cerca de mil milhões de lucros.
A EDP, com mais de seiscentos milhões de lucros.

Ou a SONAE e a Jerónimo Martins, com mais de quatrocentos milhões de lucros.

Há que parar o negócio da guerra e das sanções à custa do sofrimento e do agravamento das condições de vida dos povos.

Há que dar uma oportunidade à paz!

Uma paz duradoura só será possível travando o curso de militarização das relações internacionais, travando o alargamento e o reforço dos blocos político-militares, como a NATO, travando a corrida aos armamentos.

Uma paz duradoura passa pela recuperação de tratados e acordos de controlo de armamentos, abandonados, um após outro, pelos EUA, durante as últimas décadas.

Recuperando e criando novos acordos e tratados de controlo e redução de armamentos que sejam verdadeiramente respeitados e não apenas utilizados para ganhar tempo de preparação para a guerra, tal como foi admitido por Ângela Merkl e François Hollande relativamente aos acordos de Minsk, que poderiam ter aberto o caminho para a paz na Ucrânia, em 2014, e que foram premeditadamente boicotados durante oito anos.

É necessário percorrer um verdadeiro caminho de diálogo, de desanuviamento das relações internacionais, de desarmamento.

É urgente um amplo e interventivo movimento em favor da paz, que exija o cumprimento dos princípios de soberania, segurança mútua e cooperação na Europa adotados, em 1975, na Acta Final da Conferência de Helsínquia.
A paz, justa e duradoura, a que queremos dar uma oportunidade, exige também a rejeição e repúdio de todas e quaisquer expressões de fascismo e de xenofobia.

O respeito dos direitos, a solidariedade, a amizade entre os povos da Europa e do mundo, devem prevalecer face a divisões e confrontos artificialmente criados e ao negócio da guerra, expressões de criminosos e obscuros interesses, contrários aos dos povos.

Portugal deve ter um papel ativo na construção da paz. Por isso, instamos o Governos português a assumir uma posição soberana em defesa da paz, e não posições seguidistas da política belicista que nos trouxe até aqui.
Apelamos ao Governo português que deixe de alinhar com aqueles que apostam na eternização do conflito, no prolongamento da guerra, no agravamento das tensões, subjugando-se a interesses que nada têm a ver com os interesses do povo português.

No ano em que se iniciam as celebrações dos 50 anos do 25 de Abril de 1974, reiteramos a importância da Constituição da República Portuguesa, instrumento que deve determinar o posicionamento internacional de Portugal.
É a Constituição que no seu artigo 7.º defende a solução pacífica dos conflitos internacionais - não a escalada de guerra.

É ela que consagra a não ingerência nos assuntos internos dos outros Estados – e não a promoção de golpes de Estado e o apoio a forças xenófobas e fascizantes.

É ela que reclama a dissolução dos blocos político-militares – e não o seu alargamento e reforço como acontece com o crescente belicismo da NATO e dos seus aliados.

É a Constituição da República Portuguesa, expressão da aspiração e conquista da paz pelo povo português na Revolução de Abril, que aponta ao desarmamento geral, simultâneo e controlado – e não à corrida aos armamentos.
É ela que aponta para a cooperação entre os povos visando a emancipação e o progresso da humanidade – e não o acentuar de diferenças e divisões com base na nacionalidade, na língua, na etnia ou na religião.

Insistiremos que a solução para os conflitos está no cumprimento dos princípios consagrados na Carta das Nações Unidas, num rumo que garanta a toda a Humanidade a justiça, a segurança e direitos, incluindo o direito que os povos têm de viver em paz.

As ações que estamos a realizar pelo país durante esta semana, não são o princípio de um caminho, como não são o fim. Lutámos, lutamos e lutaremos pela Paz, com determinação, confiança e coragem.

A luta continua, para parar a guerra e dar uma oportunidade à paz!"
