In Portugal, between June 15 and 17, many responded to the call and carried out important
and significant actions in defence of peace.

The Appeal “Stop the war! Give peace a chance!" endorsed by more than 40 Portuguese
organisations and launched in May by the Portuguese Council for Peace and Cooperation,
resulted in five actions: in Porto, Coimbra, Faro, Funchal and Lisbon.
Altogether, several thousand participants, in very different ways, reaffirmed the importance
and urgency of defending peace.

In Porto, there was a musical performance, several speeches and enthusiastic protesters,
who shouted “Yes to Peace! No to War!”, having reaffirmed the main points of the Appeal,
such as the urgency of stopping the warmongering escalation that is taking place in Europe,
but also in other parts of the world, namely in the Asia-Pacific region; and to make room for
diplomacy and for a political solution of conflicts, rejecting the threat of the use of force in
international relations, so that peace and cooperation overcome the policies of interference,
militarism and war.

In Funchal, there was a rally for peace, where documents with the Appeal were distributed.
Among other aspects, the urgency of promoting solidarity and friendship among all peoples
and defending their right to peace, an essential condition for development, justice and social
progress, for the well-being of the entire Humanity was reiterated; as well as respect for the
principles of the United Nations Charter and the Final Act of the Helsinki Conference, the path
to ensure the rights of peoples, peace, security and cooperation.

In Coimbra, in a parade that gathered many participants, there was also an appeal for the
struggle for peace and friendship among peoples, for the dissolution of political-military blocs,
that is, for respect for the principles of the Constitution of the Portuguese Republic, namely
those inscribed in its article 7.

In Faro, voices were raised in a cultural session for peace. Including music, dance, poetry
reading and painting, several were the artists who generously and committedly enlivened
Catarina Eufémia Garden, reaffirming that peace is needed throughout the world. The session
ended with all artists and promoters on stage, claiming in one voice "Yes to Peace! No to
War!"

The actions for peace culminated in a parade in Lisbon, we had slogans, posters and
banners, with clear and direct messages that left no one untouched, including "Yes to Peace!
No to War!" “Millions for war, only pennies for the people"; "No arms, only peace and
cooperation", " Yes to Peace! No to NATO!”, among others.
On the stage set up in Lisbon's Praça do Município, singer-songwriter Sebastião Antunes
added his talent to the cause of peace. Then, theatre director Fernando Jorge Lopes, from
Teatro Extremo, gave the floor to the speakers: José Pinho, from the Youth Association
Projeto Ruído, Isabel Camarinha, General Secretary of CGTP-IN, and Ilda Figueiredo,
president of the National Board of CPPC. All reaffirmed the need to build a world of sovereign

States with equal rights, a world of peace, solidarity and cooperation, ensuring that the
struggle for this goal will continue.

Speech by the Portuguese Council for Peace and Cooperation

Dear friends and lovers of peace,
We are once again on the streets as we did last February and three times in 2022, converging
on the demand for peace. And therefore, we salute you for your determination and courage to
continue to affirm that it is necessary and urgent to stop the war and give peace a chance.
We are here today because we want to say aloud and sound it as far as possible, that it is
urgent to stop the confrontation and the war and give peace a chance, whether in Palestine,
Western Sahara, Syria, Yemen, Sudan or Ukraine, with the tragic consequences and serious
dangers that these and other conflicts entail in terms of suffering, death and destruction.

As we have always stated, namely during the invasions and bombings by the US or NATO in
Afghanistan, Iraq or Libya, giving peace a chance is to demand diplomacy for the political
solution of conflicts, putting an end to interference, militarism and the use or the threat of the
use of force in international relations.
For this reason, we are here again reaffirming that giving peace a chance is promoting
solidarity and friendship among peoples and calling on more and more people to be enraged
with the apology of militarism and war, the distortion of the truth, the instigation of hate.
Every passing day, we see who wins with the confrontation and war, with the arms race and
sanctions. It is therefore urgent to put an end to the escalation of arms and sanctions, which
affect the living conditions of workers and populations, while the multinationals from arms,
energy, food, retail amass fabulous profits at the expense of the suffering of peoples,
including the Ukrainian people.
A year ago, we took to the streets in defence of peace, reminding that the war in Ukraine did
not start in February, with Russia's military intervention, but that it had been going on for eight
years, since the coup d'état in February 2014, which caused about 15,000 dead and massive
destruction in the Donbass region.
And we continue to affirm that the conflict in Ukraine has long since left the framework of
international law and it is crucial that it is returned to it as quickly as possible. You do not end
a war by dwelling on the path that led to it. The escalation of war, the arms race, the increase
in militarism, the reinforcement and enlargement of political-military blocs and the increase in
confrontation associated with it are not the way to achieve peace.
We need a different path, and one that is of containment, dialogue, an end to instigating
conflicts and the logic of throwing petrol on fire with more and more weapons.
From the outset, we have defended a negotiated political solution, respecting democracy,
freedoms, the right of peoples to decide on their future, in order to guarantee peace in
Ukraine and in Europe. What the peoples need right now is not an escalation that can have
even more dire consequences for the Ukrainian and Russian peoples and for all the peoples

of the world. What people need is not an increasingly dangerous logic of confrontation like the
one unfolding in the Far East.
Therefore, we demand an end to measures that only serve to continue the war at the cost of
more deaths, suffering and destruction, millions of displaced people and refugees, and we
demand that, instead of the spiral of war and confrontation, space be given to initiatives
aimed at defusing tension and paving paths to dialogue and peace.
We therefore denounce the hypocrisy of those who, using Ukraine and at the expense of the
Ukrainian people, have long fomented confrontation and conflict in Europe and who are now
trying to hide their huge responsibilities.
Of those who, under the pretext of a war that they fomented and that continue to instigate,
have been sending more and more sophisticated war material, doing everything to boycott the
efforts for a negotiated solution, proving that they have no intention of paving the way for
peace.

Of those who, under the pretext of a war they fomented and continue to instigate, continue to
apply more and more sanctions, even knowing that their heavy costs are being borne by the
workers and peoples of Europe, including the Portuguese workers and people.
Of those who, under the pretext of a war they fomented and continue to instigate, fill the
pockets of speculators and large economic groups in the arms industry, in energy, financial
and food sectors, with billions of obscene profits, while the vast majority are impoverished.
We have to stop the war! We have to give peace a chance!

A lasting peace will only be possible by halting the militarisation of international relations,
halting the enlargement and strengthening of political-military blocs, such as NATO, halting
the arms race, namely in Europe.
​
And it is with great concern that we see the announced NATO Summit in Lithuania, on the
coming 11 th . and 12 th . of July. Based on the programme that has been announced, we have
reason to be deeply concerned about new escalations in war and weapons and more
aggression against peoples.
What is required now is just the opposite path, the path of diplomacy, of negotiation, as so
many are defending all over the world, demonstrating that more and more voices are being
raised, in many countries, saying that it is time to stop the warmongering madness and that
war is not in the interest of the peoples, but of the powerful.
It is necessary to create agreements and treaties for the control and reduction of arms that
are truly respected, and not just a “time saver” in preparation for war. It is necessary to return
to serious negotiations based on agreements, such as those of Minsk, which, if respected,
could have opened, in 2014, the path to peace in Ukraine.
It is necessary to follow a real path of dialogue, of détente in international relations, of
disarmament.

There is a pressing need for a broad and proactive movement in favour of compliance with
the principles of peace, sovereignty, mutual security and cooperation in Europe enshrined in
the Final Act of the 1975 Helsinki Conference.
The just and lasting peace, for which we want to give an opportunity, also requires the
rejection and repudiation of all expressions of fascism and racism. Respect for rights,
solidarity, friendship between the peoples of Europe and the world must prevail in the face of
artificially created divisions and confrontations and the business of war, expressions of
criminal and obscure interests, contrary to those of the peoples.
Portugal must play an active role in building peace and, therefore, we urge the Portuguese
government to assume a sovereign stand in defence of peace, and not follow the
warmongering policy that brought us here.

In the year in which the celebrations of the 50 th . anniversary of the 25th of April 1974 begins,
we reiterate the importance of the Constitution of the Portuguese Republic, an instrument that
must define the international position of Portugal. And it is this Constitution that, in Article 7,
defends the peaceful solution of international conflicts – and not the escalation of war.
It is the Constitution that enshrines non-interference in the internal affairs of other States –
and not the promotion of coups d'état and support for xenophobic and fascist forces.
It is the Constitution that calls for the dissolution of the political-military blocs – and not their
enlargement and reinforcement, as happens with the growing warmongering of NATO and its
allies.
It is the Constitution of the Portuguese Republic, expression of the aspiration and conquest of
peace by the Portuguese people in the April Revolution, which points to general,
simultaneous and controlled disarmament – and not to the arms race.
It is the Constitution that points to cooperation among peoples aimed at the emancipation and
progress of humanity – and not the heightening of differences and divisions based on
nationality, language, ethnicity or religion.

The actions we are carrying out across the country this week are not the beginning of a
journey, nor are they the end. We fought, fight and will fight for Peace, with determination,
confidence and courage.
We insist that the solution to conflicts lies in compliance with the principles enshrined in the
Charter of the United Nations, in a path of justice, security, and the right that the peoples have
to live in peace.
We do not accept that reality be inverted. Defending peace implies opposing war, and not
turning into harmless doves of peace the decisions and structures that only know how to feed
on conflicts.
What we are saying here today, like in so many other cities in this country, adding our voice to
millions of human beings who are fighting for peace all over the world, is that it is possible to
find paths to peace, and that this it's not a wish, it's an option.

We are on the side of peace, unequivocally!
The fight goes on, to stop the war and give peace a chance!

"Parar a guerra! Dar uma oportunidade à paz!"

Em Portugal, entre 15 e 17 de junho, foram muitos os que responderam, à chamada e deram corpo a importantes e significativas ações em defesa da paz.

O Apelo “Parar a guerra! Dar uma oportunidade à paz!" subscrito por mais de 40 organizações portuguesas e lançado em Maio pelo Conselho Português para a Paz e Cooperação, resultou em cinco ações: no Porto, em Coimbra, em Faro, no Funchal e em Lisboa.

Ao todo, vários milhares de participantes, de formas muito diferentes, reafirmaram a importância e a urgência de defender a paz.

No Porto, tiveram lugar um momento musical, diversas intervenções e manifestantes animados, que proclamavam “Paz Sim! Guerra Não!”, tendo sido reafirmados os principais pontos do Apelo, como a urgência de travar a escalada belicista que se verifica na Europa, mas também noutras partes do mundo, nomeadamente na região Ásia-Pacífico; e de abrir espaço à diplomacia e à solução política dos conflitos, rejeitando a ameaça do uso e o uso da força nas relações internacionais, para que a paz e a cooperação superem as políticas de ingerência, militarismo e guerra.

No Funchal, realizou-se uma concentração pela paz, onde foram distribuídos documentos com o Apelo Entre outros aspetos, reiterou-se a urgência da promoção da solidariedade e da amizade entre todos os povos e da defesa do seu direito à paz, condição essencial para o desenvolvimento, a justiça e o progresso social, para o bem-estar de toda a Humanidade; bem como do respeito pelos princípios da Carta das Nações Unidas e da Ata Final da Conferência de Helsínquia, caminho para assegurar os direitos dos povos, a paz, a segurança e a cooperação.

Em Coimbra, num desfile que juntou muitos participantes, também se apelou à luta pela paz e a amizade entre os povos, à dissolução dos blocos político-militares, ou seja, ao respeito pelos princípios da Constituição da República Portuguesa, nomeadamente os inscritos no seu artigo 7º.

Em Faro, soaram vozes numa sessão cultural pela paz. Entre música, dança, poesia e pintura, vários foram os artistas que de forma generosa e empenhada animaram o Jardim Catarina Eufémia reafirmando que é necessário paz em todo mundo. A sessão terminou com todos os artistas e organizadores em palco, proclamando a uma só voz "Paz Sim! Guerra Não!"

As ações pela paz culminaram com um desfile em Lisboa, em que foram proferidas palavras de ordem, cartazes e faixas, com mensagens claras e diretas que não deixaram ninguém indiferente, entre as quais "Paz sim! Guerra não!"; "para a guerra vão milhões, para os povos só tostões"; "armamento não, paz e cooperação", “Paz sim! NATO não!”, entre outras.

No palco instalado na Praça do Município de Lisboa, o cantautor Sebastião Antunes juntou o seu talento à causa da paz. Em seguida, o encenador Fernando Jorge Lopes, do Teatro Extremo, deu a palavra aos intervenientes: José Pinho, da Associação Juvenil Projeto Ruído, Isabel Camarinha Secretária-Geral da CGTP-IN, e Ilda Figueiredo, presidente da direção nacional do CPPC. Todos reafirmaram a necessidade de construir um mundo de Estados soberanos e iguais em direitos, um mundo de paz, solidariedade e cooperação, garantindo que a luta por esse objetivo vai continuar.

Intervenção do Conselho Português para a Paz e Cooperação

"Estimados amigos e amigas da paz

Estamos novamente na rua como fizemos em fevereiro passado e três vezes em 2022, convergindo na exigência da paz. E por isso vos saudamos pela determinação e coragem de continuar a afirmar que é necessário e urgente parar a guerra e dar uma oportunidade à paz.

Estamos hoje aqui porque queremos afirmar bem alto e levar o mais longe possível que é urgente parar a confrontação e a guerra e dar uma oportunidade à paz, seja na Palestina, no Sara Ocidental, na Síria, no Iémen, no Sudão ou na Ucrânia, com as trágicas consequências e os sérios perigos que estes e outros conflitos comportam de sofrimento, morte e destruição.

Como sempre temos afirmado, designadamente aquando das invasões e bombardeamentos pelos EUA ou pela NATO no Afeganistão, no Iraque ou na Líbia, dar uma oportunidade à paz é exigir a diplomacia para a solução política dos conflitos pondo fim à ingerência, ao militarismo e ao uso ou à ameaça do uso da força nas relações internacionais.

Por isso, estamos aqui novamente a reafirmar que dar uma oportunidade à paz é promover a solidariedade e a amizade entre os povos e convidando cada vez mais pessoas a indignarem-se com a apologia do militarismo e da guerra, a deturpação da verdade, a instigação do ódio.

Cada dia que passa, vemos quem ganha com a confrontação e a guerra, com a corrida armamentista e as sanções. Por isso, é urgente pôr fim à escalada armamentista e às sanções, que atingem as condições de vida dos trabalhadores e das populações, enquanto as multinacionais do armamento, da energia, da alimentação, da distribuição acumulam fabulosos lucros à custa do sofrimento dos povos, incluindo do povo ucraniano.

Há um ano, saímos à rua em defesa da paz recordando que a guerra na Ucrânia não começara em fevereiro, com a intervenção militar da Rússia, mas que durava já há oito anos, desde o golpe de Estado em Fevereiro de 2014, tendo causado cerca de 15 mil mortos e uma enorme destruição na região do Donbass.

E continuamos a afirmar que há muito que o conflito na Ucrânia saiu do quadro do direito internacional e é fulcral que a ele retome quanto antes. Não se põe fim à guerra insistindo no caminho que conduziu a ela A escalada de guerra, a corrida armamentista, o incremento do militarismo, o reforço e alargamento dos blocos político militares e o aumento da confrontação que lhe estão associados não são o caminho para alcançar a paz.

É preciso um outro caminho, e esse é o da contenção, do diálogo, do fim da instigação de conflitos e da lógica de atirar gasolina para cima do fogo com mais e mais armas.

Desde o primeiro momento que defendemos uma solução política negociada, no respeito pela democracia, pelas liberdades, pelo direito dos povos a decidirem do seu futuro, de forma a garantir a paz na Ucrânia e na Europa. O que os povos precisam neste momento não é uma escalada que pode ter consequências ainda mais terríveis para os povos ucraniano e russo e para todos os povos do mundo. O que os povos precisam não é de uma lógica cada vez mais perigosa de confrontação como aquela que está a ser desenvolvida no extremo oriente.

Por isso, exigimos o fim de medidas que apenas servem para continuar a guerra à custa de mais mortes, sofrimento e destruição, de milhões de deslocados e de refugiados e por isso exigimos que, em vez da espiral de guerra e confrontação, se dê espaço às iniciativas que visam desanuviar a tensão e abrir caminhos para o diálogo e a paz.

Por isso, denunciamos a hipocrisia daqueles que, utilizando a Ucrânia e à custa do povo ucraniano, há muito fomentam a confrontação e o conflito na Europa e que agora procuram esconder as suas profundas responsabilidades.

Daqueles que, a pretexto de uma guerra que fomentaram e que continuam a instigar, têm vindo a enviar cada vez mais e mais sofisticado material bélico, tudo fazendo para boicotar os esforços para uma solução negociada, demonstrando que não têm intenções de abrir caminho à paz.

Daqueles que, a pretexto de uma guerra que fomentaram e que continuam a instigar, continuam a aplicar mais e mais sanções, mesmo sabendo que os seus pesados custos estão a ser suportados pelos trabalhadores e os povos da Europa, incluindo pelos trabalhadores e povo português.

Daqueles que, a pretexto de uma guerra que fomentaram e que continuam a instigar, enchem os bolsos dos especuladores e dos grandes grupos económicos da indústria de armamento, da energia, do sector financeiro e alimentar, com milhares de milhões de lucros obscenos, enquanto a grande maioria empobrece

Há que parar a guerra! Há que dar uma oportunidade à paz!

Uma paz duradoura só será possível travando a militarização das relações internacionais, travando o alargamento e o reforço dos blocos político-militares, como a NATO, travando a corrida aos armamentos, nomeadamente na Europa.

E é com grande preocupação que vemos a anunciada Cimeira da NATO na Lituânia, nos próximos dias 11 e 12 de Julho. Pelo programa que está anunciado temos razões para estarmos profundamente preocupados com novas escaladas da guerra e do armamento e mais agressões aos povos.

Ora, o que se impõe é o caminho contrário, o caminho da diplomacia, da negociação, como tantos estão a defender por todo o mundo, demonstrando que cada vez mais se levantam muitas vozes, em muitos países, dizendo que é tempo de parar a loucura belicista e que a guerra não é do interesse dos povos, mas sim dos poderosos.

É preciso criar acordos e tratados de controlo e redução de armamentos, que sejam verdadeiramente respeitados, e não apenas um “ganha-tempo” de preparação para a guerra. É preciso voltar a negociações sérias tendo por base acordos, como os de Minsk, que, se respeitados, poderiam ter aberto, em 2014, o caminho para a paz na Ucrânia.

É necessário percorrer um verdadeiro caminho de diálogo, de desanuviamento das relações internacionais, de desarmamento.

É urgente um amplo e interventivo movimento em favor do cumprimento dos princípios de paz, soberania, segurança mútua e cooperação na Europa inscritos na Ata Final da Conferência de Helsínquia de 1975.

A paz, justa e duradoura, a que queremos dar uma oportunidade, exige também a rejeição e repúdio de todas e quaisquer expressões de fascismo e de racismo. O respeito dos direitos, a solidariedade, a amizade entre os povos da Europa e do mundo, devem prevalecer face a divisões e confrontos artificialmente criados e ao negócio da guerra, expressões de criminosos e obscuros interesses, contrários aos dos povos.

Portugal deve ter um papel ativo na construção da paz e por isso, instamos o Governos português a assumir uma posição soberana em defesa da paz, e não posições seguidistas da política belicista que nos trouxe até aqui.

No ano em que se iniciam as celebrações dos 50 anos do 25 de Abril de 1974, reiteramos a importância da Constituição da República Portuguesa, instrumento que deve determinar o posicionamento internacional de Portugal. E é essa Constituição que no seu artigo 7.º defende a solução pacífica dos conflitos internacionais – e não a escalada de guerra.

É a Constituição que consagra a não ingerência nos assuntos internos dos outros Estados – e não a promoção de golpes de Estado e o apoio a forças xenófobas e fascizantes.

É ela que reclama a dissolução dos blocos político-militares – e não o seu alargamento e reforço como acontece com o crescente belicismo da NATO e dos seus aliados.

É a Constituição da República Portuguesa, expressão da aspiração e conquista da paz pelo povo português na Revolução de Abril, que aponta ao desarmamento geral, simultâneo e controlado – e não à corrida aos armamentos.

É a Constituição que aponta para a cooperação entre os povos visando a emancipação e o progresso da humanidade – e não o acentuar de diferenças e divisões com base na nacionalidade, na língua, na etnia ou na religião.

As ações que estamos a realizar pelo país durante esta semana, não são o princípio de um caminho, como não são o fim. Lutámos, lutamos e lutaremos pela Paz, com determinação, confiança e coragem.

Insistimos que a solução para os conflitos está no cumprimento dos princípios consagrados na Carta das Nações Unidas, num rumo de justiça, segurança, de direitos que os povos têm de viver em paz.

Não aceitamos que se inverta a realidade. Defender a paz implica contrariar a guerra, e não transformar em inofensivas pombas da paz decisões e estruturas que só sabem alimentar-se dos conflitos.

Aquilo que hoje estamos aqui a dizer, como acontece em tantas outras cidades deste País, juntando a nossa voz a milhões de seres humanos que estão a lutar pela paz em todo o mundo, é que é possível encontrar caminhos para a paz, e que isso não é um desejo, é uma opção.

Estamos do lado da paz, inequivocamente!
