Portuguese government with Trump against Venezuela

The Portuguese Council for Peace and Cooperation (CPPC) strongly rejects the statement by the Portuguese Minister of Foreign Affairs (MNE), on March 31, which constitutes a new and unacceptable interference in the internal affairs of the Bolivarian Republic of Venezuela, an affront to the sovereignty of the Venezuelan people and, consequently, a disregard for the principles of the Constitution of the Portuguese Republic, the UN Charter and international law.

MNE's statement salutes the Trump administration's unacceptable and shameful blackmail against Venezuela that – manipulating of the situation created by the COVID-19 pandemic – conditions the gradual lifting of its illegal and criminal sanctions and economic and financial blockade against the Venezuelan people on Venezuela's acceptance of the imposition of a so-called "transitional government" protected by the US and on the sidelines of the Constitution of Venezuela.

Recall that the Trump administration systematically prevents the acquisition of medication and medical material and equipment by the Venezuelan authorities to guarantee the right to health of its people – an act all the more criminal when Venezuela currently adopts active measures to prevent and combat the COVID-19 epidemic.

This prompt collusion with yet another step in the US's desperate attempt to overthrow the legitimate Venezuelan government represents a further act of vassalage by the Portuguese government before the Trump administration's disorder, contrary to the interests of the Venezuelan people, the large Portuguese community residing in Venezuela and the Portuguese people.

The Portuguese government thus associates itself with Donald Trump and those who with him intend, at all costs, to overthrow the legitimate government of Venezuela and impose a puppet government, and thus reverse the process of political, economic, social and cultural advances in Venezuela and put the vast natural resources of that country at the service of US interests.

Support for this new US maneuver is yet another episode in the already long series of cases – such as the completely arbitrary recognition of Juan Guaidó as "president", something that even the US itself no longer admits as plausible – where the Portuguese government opted for subservience to the US, to the detriment of defending international law and the interests of the Portuguese people.

With this behavior, the Portuguese government disregards the Constitution of the Portuguese Republic, which, in its Article 7, stipulates the principles that govern the country's international relations. Among them, respect for the rights of peoples, equality among states, non-interference in the internal affairs of other states, national independence. These principles are in total opposition with the submissive attitude towards the US policy of aggression against Venezuela, which has characterized the Portuguese government's position.

What a Portuguese government that respects the Constitution and international law should do is, from the outset, unequivocally condemn the consecutive US aggressions and threats against the Bolivarian Republic of Venezuela and the cruel financial and economic blockade imposed by the US, which affects the Venezuelan people, as well as the Portuguese community, in such fundamental areas as food and health.

Reaffirming its full solidarity with the Venezuelan people, the legitimate Government of Venezuela and the Bolivarian forces, CPPC strongly urges the Portuguese Government to stop aligning with those who want to impose their will upon the peoples of the world and pillage their resources, and, in contrast, implement a foreign policy of peace and co-operation with all the peoples of the world, consistent with the Constitution of the Republic, which enshrines the core values of the April Revolution.

Governo português com Trump contra a Venezuela

O Conselho Português para a Paz e Cooperação (CPPC) repudia da forma mais veemente o comunicado do Ministério dos Negócios Estrangeiros (MNE) português, datado de 31 de Março, que constitui uma nova e inaceitável ingerência nos assuntos internos da República Bolivariana da Venezuela, uma afronta à soberania do povo venezuelano e, consequentemente, um desrespeito pelos princípios da Constituição da República Portuguesa, da Carta da ONU, do direito internacional.

No comunicado do MNE português é saudada a inadmissível e vergonhosa manobra de chantagem da Administração Trump contra a Venezuela que – a partir da utilização da situação criada com a pandemia da COVID-19 –, faz depender o levantamento gradual das suas ilegais e criminosas sanções e bloqueio económico e financeiro contra o povo venezuelano, da aceitação da imposição de um dito “governo de transição” tutelado pelos EUA e à margem da Constituição da Venezuela.

Recorde-se que a Administração Trump impede sistematicamente a aquisição de medicamentos e de material e equipamento médico pelas autoridades da Venezuela para garantir o direito à saúde do seu povo – um ato tanto mais criminoso quando a Venezuela adota atualmente medidas ativas para prevenir e combater a epidemia da COVID-19.

A pronta conivência com mais este passo na desesperada tentativa dos EUA de procurar derrubar o legítimo Governo venezuelano represem mais um ato de vassalagem do Governo português ante os desmandos da Administração Trump, que são contrários aos interesses do povo venezuelano, da numerosa comunidade portuguesa residente na Venezuela e do povo português.

O Governo português associa-se assim a Donald Trump e aos que com ele pretendem, a todo o custo, derrubar o legítimo Governo da Venezuela para impor um governo fantoche, e assim inverter o processo de avanços políticos, económicos, sociais e culturais venezuelano e voltar a colocar os vastos recursos naturais desse país ao serviço dos interesses dos EUA.

O apoio a esta nova manobra dos EUA é mais um episódio na já longa série de casos – como o reconhecimento, completamente arbitrário, de Juan Guaidó como “presidente”, algo que já nem os próprios EUA admitem como verossímil… – em que o Governo português optou pela subserviência aos EUA, em detrimento da defesa do direito internacional e dos interesses do povo português.

Com este comportamento, o Governo português desrespeita a Constituição da República Portuguesa, que estipula no seu artigo 7.º os princípios por que se devem reger as relações internacionais do País. Entre eles, o respeito dos direitos dos povos, a igualdade entre os Estados, a não ingerência nos assuntos internos dos outros Estados, a independência nacional. Estes princípios estão em total oposição à atitude submissa em relação à política de agressão dos EUA contra a Venezuela, que tem caracterizado o posicionamento do Governo português.

O que um Governo português respeitador da Constituição e do Direito Internacional deveria fazer era, desde logo, condenar inequivocamente as consecutivas agressões e ameaças dos EUA contra a República Bolivariana da Venezuela e o cruel bloqueio financeiro e económico imposto pelos EUA, que atinge o povo venezuelano, assim como a comunidade portuguesa, em áreas tão fundamentais como a alimentação e a saúde.

Reafirmando a total solidariedade ao povo venezuelano, ao legítimo Governo da Venezuela e às forças bolivarianas, o CPPC insta o Governo português a deixar de alinhar com os que querem impor a sua vontade aos povos do mundo, para os espoliarem dos seus recursos, e a implementar uma política externa de paz e cooperação com todos os povos do mundo, coerente com a Constituição da República Portuguesa, que acolhe no seu texto importantes valores da Revolução de Abril.
