On this September 21st, International Day of Peace, the Portuguese Council for Peace and Cooperation (CPPC) calls for the commitment and mobilisation in defence of peace and of the principles laid down in the Constitution of the Portuguese Republic and in the United Nations Charter, such as:

The sovereignty and rights of the peoples;

The sovereign equality of States;

The peaceful and negotiated solution of international conflicts;

Not resorting to force or to the threat of using force in international relations;

General, simultaneous and controlled disarmament.

It is in compliance with these principles that it will be possible to safeguard peace and security in the world, today seriously threatened by the action of those who clearly defy the rules of peaceful coexistence between peoples and states achieved and established in International Law following the end of World War II.

It is up to the peoples of the world, through their mobilisation and organised action, to endeavour that peace is implemented and defended.

It becomes even more relevant to signal the International Day of Peace, in a particularly complex and unpredictable moment that we are experiencing - in the context of the pandemic and its repercussions -, which requires a broader vision and more forceful reflection and action, namely on the suffering of peoples of the most vulnerable countries and the behaviour of the great powers at European and world level, when what is needed is solidarity and cooperation and a redoubled effort to put an end to the unacceptable use of economic and military aggression in international relations.

Defending peace becomes even more important when the United States and its allies promote a sharp increase in military spending, launch a new and dangerous arms race including of nuclear weapons, spread military bases and facilities all over the world, promote militarisation of the outer space, destabilise and attack militarily and economically various countries and peoples, not even balking from using the conditions created by the pandemic crisis of COVID 19 as a weapon against peoples - aiming to ensure the control of resources and markets and impose their economic , technological, military, information and ideological supremacy and, in this way, its worldwide hegemony.

On this day, the CPPC reaffirms its commitment to continue to develop its action to explain the serious threats that loom over Humanity and to mobilise all peace lovers to demand, namely from the Portuguese authorities, the taking of effective measures in defence of sovereignty and peace, among which and in coherence with the spirit and letter of the Constitution of the Portuguese Republic:

The non-participation of Portuguese forces in operations of aggression against other peoples;

The defence, in international organisations in which the Portuguese state participates, of the right of peoples to sovereignly decide their path, rejecting aggressions, threats, blackmail and economic and financial blockades;

The signing and ratification by Portugal of the Treaty on the Prohibition of Nuclear Weapons, which aims to eliminate this weapon of mass destruction;

The non-participation of Portugal in the strengthening and expansion of NATO and the defence of the dissolution of this political-military bloc;

The non-involvement of Portugal in the process of militarisation of the European Union and the defence of the reversal of this process.

These are some of the measures that Portugal can and should implement and that will greatly contribute to the advancement of détente in international relations, the construction of mutual trust, the safeguard of peace and security, the relationship of friendship and cooperation between peoples.

CPPC calls on all peace lovers to mobilise and promote the defence of peace, cooperation and social progress, sovereignty and the rights of peoples.

Dia Internacional da Paz

Neste 21 de Setembro, Dia Internacional da Paz, o Conselho Português para a Paz e Cooperação (CPPC) apela ao empenhamento e mobilização em defesa da paz e dos princípios inscritos na Constituição da República Portuguesa e na Carta das Nações Unidas, como:

A soberania e os direitos dos povos;

A igualdade soberana dos estados;

A solução pacífica e negociada dos conflitos internacionais;

O não recurso à força ou à ameaça do recurso à força nas relações internacionais;

O desarmamento geral, simultâneo e controlado.

É no respeito destes princípios que será possível salvaguardar a paz e a segurança no mundo, hoje seriamente ameaçadas pela ação daqueles que afrontam, de forma clara, as normas de convivência pacífica entre os povos e os Estados alcançadas e estabelecidas no Direito Internacional após o final da Segunda Guerra Mundial.
Cabe aos povos do mundo, através da sua mobilização e ação organizada, fazer com que a paz seja implementada e defendida.

Torna-se ainda mais relevante assinalar o Dia Internacional da Paz, num momento particularmente complexo e imprevisível que vivemos – no contexto da pandemia e suas implicações –, que exige uma visão mais larga e uma reflexão e ação mais acutilantes, designadamente sobre o sofrimento dos povos de países mais vulnerabilizados e o comportamento das grandes potências no plano europeu e mundial, quando se impõe a solidariedade e a cooperação e um esforço redobrado para pôr cobro ao inaceitável recurso à agressão económica e militar nas relações internacionais.

Defender a Paz torna-se ainda mais importante, quando os EUA e os seus aliados promovem o aumento drástico das despesas militares, lançam uma nova e perigosa corrida aos armamentos incluindo nucleares, disseminam bases e instalações militares por todo o mundo, promovem a militarização do espaço sideral, desestabilizam e agridem militar e economicamente diversos países e povos, não se coibindo de inclusive utilizar as condições criadas pela crise pandémica da COVID 19 como uma arma contra os povos – visando assegurar o controlo de recursos e mercados e impor a sua supremacia económica, tecnológica, militar, informacional e ideológica e, desta forma, a sua hegemonia mundial.

Neste dia, o CPPC reafirma o seu compromisso de continuar a desenvolver a sua ação de esclarecimento sobre as graves ameaças que pairam sobre a Humanidade e a mobilizar todos os amantes da paz para que se reclame, nomeadamente das autoridades portuguesas, a tomada de efetivas medidas em defesa da soberania e da paz, entre as quais e em coerência com o espírito e letra da Constituição da República Portuguesa:

A não participação de forças portuguesas em operações de agressão contra outros povos;

A defesa, nas organizações internacionais em que o estado português participe, do direito dos povos a decidir soberanamente o seu caminho, rejeitando agressões, ameaças, chantagens e bloqueios económicos e financeiros;

A assinatura e ratificação por Portugal do Tratado de Proibição de Armas Nucleares, que visa a eliminação deste armamento de destruição em massa;

A não participação de Portugal no reforço e expansão da NATO e a defesa da dissolução deste bloco político-militar;

O não envolvimento de Portugal no processo de militarização da União Europeia e a defesa da reversão deste processo.

Estas são algumas das medidas que Portugal pode e deve implementar e que muito contribuirão para o avanço do desanuviamento das relações internacionais, da construção da confiança mútua, da salvaguarda da paz e da segurança, da relação de amizade e cooperação entre os povos.

O CPPC apela a todos os amantes da paz para que se mobilizem, promovam a defesa da paz, da cooperação e do progresso social, da soberania e dos direitos dos povos.
