The Portuguese Council for Peace and Cooperation (CPPC) was represented at the X Congress of the Youth Union of Saguia el Hamra and Rio de Oro (UJSARIO), which took place from the May 20 to 23, in the refugee camps in Bojour, Tindouf , in Argelia.

During an emotional stay, Sofia Costa, a member of the CPPC National Board, contacted aspects of the reality of the Sahrawi people, who, living under harsh conditions, maintain a friendly welcome to those who visit their camps and a cheerful eagerness to be able to share their history and their struggle. History and struggle that are an example of determination and resistance by a people that has yet to see the fulfilment of the right to self-determination and decolonisation of their territory.

Sofia Costa had the opportunity to reaffirm solidarity with the UJSARIO, the Saharawi youth and people, as well as with the Polisario Front, its legitimate representative, who, for more than 40 years, have been facing the illegal occupation of the territories of Western Sahara by the Kingdom of Morocco.

During her stay and as part of the programme dedicated to the international delegations, the CPPC representative had the opportunity to contact several institutions, including the Saharawi National Committee for Human Rights (CONASADH), which works with the UN and aims to help the families of the disappeared and the Sahrawi political prisoners held in Moroccan prisons.

She contacted the Saharawi Mine Action Coordination Office (SMACO), an office that also works with the UN and which tries to dismantle anti-personnel mines, existing by the thousands and placed by Morocco. Weapons that are banned internationally since 1991, but that injure dozens of civilians every year.

She visited a newly built hospital, with support from the UN and the EU, but which is dealing with huge needs, such as the lack of medicines, equipment for tests and specialists. In this hospital, the CPPC representative had the opportunity to deliver some medicines, as well as material to fight Covid.

Sofia Costa met with a delegation of Sahrawi women, visited the National Museum of Resistance, as well as the BuBisher Library aimed at Sahrawi children.

She had a meeting with Rabab Adid Albujari, who explained the current reality and the difficulties faced by the Sahrawi people, as well as the organisation existing in the refugee camps to respond to them, where women play a fundamental role. At this meeting, it was reported that humanitarian aid has decreased during the pandemic and that it has not yet returned to the level of 2019, with significant consequences in terms of water and food.

The international delegations had an audience with Brahim Gali, leader of the Polisario Front, where the CPPC representative had the opportunity to reaffirm its solidarity with the struggle of the Sahrawi people, informing on the work it carries out in Portugal.

Speech by CPPC at the X Congress of UJSARIO:

Dear companions,

On behalf of the Portuguese Council for Peace and Cooperation, I would like to greet all those present and convey our thanks for the invitation to participate in the X Congress of the UJSARIO, under the motto “Saharawi Youth, a mobilised and conscious force to win the national battle” – UJSARIO to whom we extend a special greeting of solidarity.

On this occasion, we would also like to salute the Polisario Front, the legitimate representative of the Sahrawi people, for its 49 years of persistent resistance and struggle against colonialism and for the inalienable right of its people to self-determination.

The Sahrawi people continue to face a violent onslaught against their rights, namely against their inalienable right to self-determination.

Recently, the Spanish Government, through its Prime Minister, Pedro Sánchez, supported the Kingdom of Morocco's intention to extend the illegal occupation of territories of Western Sahara, through a so-called 'statute of autonomy'.

The change in position by the Spanish Government is contrary to international law and disregards the resolutions adopted within the framework of the United Nations. These resolutions establish the respect and fulfilment of the Sahrawi people's right to self-determination.

The CPPC would like to recall that the Kingdom of Morocco oppresses the Sahrawi people in the occupied territories and continues to plunder the natural resources of Western Sahara.

The territory of Western Sahara is the only territory in Africa pending decolonisation and, therefore, considered by the UN a Non-Autonomous Territory.

As a colonial administering power, Spain cannot ignore its responsibility for fulfilling the Sahrawi people's right to self-determination, much less adopt a stance that seeks to legitimise the colonisation of Western Sahara by the Kingdom of Morocco.

The CPPC stresses that the Portuguese Government is constitutionally obliged to take a clear position condemning the illegal occupation of Western Sahara by the Kingdom of Morocco and demand compliance with UN resolutions on Western Sahara.

The deepening of the crisis, with its contradictions and repercussions at the world level, is at the origin of the violent and imperialist response, particularly by the US, NATO and the EU, which aim only to dominate the resources and economies of other countries and peoples, calling into question Peace, the principles enshrined in the United Nations Charter and international law.

Imperialism seeks to instrumentalise or even replace the United Nations, tramples on the principles of the right of peoples to self-determination, respect for the sovereignty and independence of States, non-interference in the internal affairs of States, the peaceful resolution of conflicts, demilitarisation of international relations, repudiation of war.

Witness how, in exchange for exploiting the resources of Western Sahara, the colonisation and repression exercised against the Sahrawi people and their rights are cynically silenced.

The Portuguese Council for Peace and Cooperation is in solidarity with the national cause of the Sahrawi people and, in Portugal, has promoted several solidarity actions, demanding:

- The end of the colonialist occupation of Western Sahara by the Kingdom of Morocco;

- Respect for the right to self-determination of the Sahrawi people, their legitimate aspiration to a free, independent and sovereign State;

- The end of the brutal repression by the Kingdom of Morocco and the protection of human rights, including the civic and political rights of the Sahrawis in the illegally occupied territories;

- The release of Sahrawi political prisoners held in Moroccan prisons;

- The Portuguese Government's recognition of the Sahrawi Arab Democratic Republic and the adoption of an interventionist position, acting in coherence with respect for the right of peoples to self-determination, as enshrined in article 7 of the Constitution of Portuguese Republic.

Likewise, the World Peace Council, of which the CPPC is a member, condemns the illegitimate occupation of Western Sahara by the Kingdom of Morocco and stands in solidarity with the Sahrawi people and their just struggle.

We are committed to strengthening and expanding the struggle for Peace, sovereignty and the rights of peoples, in solidarity with all peoples who fight against colonialism, aggression, blockades, sanctions, interference.

We are here to contribute to strengthening solidarity with the just national cause of the Sahrawi people in Portugal and in the world.

CPPC solidário com o povo saarauí no X Congresso da UJSARIO

O Conselho Português para a Paz e Cooperação (CPPC) esteve representado no X Congresso da União da Juventude do Saguia El Hamra e Rio de Ouro (UJSARIO), que se realizou de 20 a 23 de Maio, nos Campos de refugiados em Bojour, Tindouf, na Argélia.
Numa emocionante estadia, Sofia Costa, membro da Direcção Nacional do CPPC, contactou com aspetos da realidade do povo saarauí, que, vivendo sob duras condições, mantêm a amabilidade na receção aos que visitam os seus campos e uma ânsia alegre de com eles poder partilhar a sua história e a sua luta. História e luta que são exemplo de determinação e resistência de um povo que ainda está por ver cumprido o direito autodeterminação e a descolonização do seu território.
Sofia Costa teve oportunidade de reafirmar a solidariedade à UJSARIO, a todos os jovens e povo Saarauí, assim
como à Frente Polisário, sua legítima representante, que, há mais de 40 anos, enfrentam a ilegal ocupação dos territórios do Sara Ocidental pelo Reino de Marrocos.
Durante a sua estadia e inserindo-se no programa dedicado às delegações internacionais, a representante do CPPC teve oportunidade de contactar várias instituições, entre as quais, a Comissão Nacional Saarauí de Direitos Humanos (CONASADH), que trabalha com a ONU e visa ajudar as famílias dos desaparecidos e presos políticos saarauís encarcerados nas prisões marroquinas.
Contactou com o Gabinete de Coordenação Saaraui de Acção Contra Minas (SMACO), gabinete que trabalha igualmente com a ONU e que visa o desmantelamentos de minas anti-pessoais, existentes aos milhares e colocadas por Marrocos. Armas que estão proibidas internacionalmente desde 1991, mas que vitimizam dezenas de civis todos os anos.
Visitou um hospital recém construído, com apoios da ONU e da UE, mas que lida com imensas carências, como a falta de medicamentos, aparelhos para exames e de especialistas. Neste hospital a representante do CPPC teve a oportunidade de deixar alguns medicamentos, bem como material de combate à Covid.
Sofia Costa encontrou-se com uma delegação de mulheres saarauís, visitou o Museu Nacional da Resistência, assim como a Biblioteca BuBisher dirigida às crianças saarauís.
Teve um encontro com Rabab Adid Albujari, que deu a conhecer a realidade actual e as dificuldades com que o povo saarauí se depara, bem como a organização existente nos campos de refugiados para lhes dar resposta, onde as mulheres desempenham um papel fundamental. Neste encontro, foi informado que a ajuda humanitária diminuiu durante a pandemia e que ainda não retomou o nível de 2019, com significativas consequências nos planos da água e da alimentação.
As delegações internacionais tiveram uma audiência com Brahim Gali, líder da Frente Polisário, onde a representante do CPPC teve oportunidade de reafirmar a solidariedade para com a luta do povo saarauí, dando a conhecer o trabalho que realiza em Portugal.
Intervenção do CPPC no X Congresso da UJSARIO:
Estimados companheiros.
Em nome do Conselho Português para a Paz e Cooperação saúdo todos os presentes e transmito o nosso agradecimento pelo convite para participarmos no 10º Congresso da UJSARIO, sob o lema “Juventude Sarauí, uma força mobilizada e consciente para vencer a batalha nacional” – UJSARIO a quem dirigimos uma especial saudação de solidariedade.
Nesta ocasião, gostaríamos igualmente de saudar a Frente Polisário, legítima representante do povo sarauí, pelos seus 49 anos de persistente resistência e luta contra o colonialismo e pelo inalienável direito à auto-determinação do seu povo.
O povo sarauí continua a enfrentar uma violenta ofensiva contra os seus direitos, nomeadamente contra o seus inalienável direito à autodeterminação.
Recentemente, o Governo espanhol, na pessoa do seu Primeiro-ministro, Pedro Sánchez, apoiou a pretensão do Reino de Marrocos de prolongar a ilegal ocupação de territórios do Sara Ocidental, através de um denominado ‘estatuto de autonomia’.
A mudança de posição por parte do Governo espanhol é contrária ao direito internacional e desrespeita as resoluções adoptadas no âmbito das Nações Unidas. Resoluções essas que estabelecem o respeito e cumprimento do direito à autodeterminação do povo sarauí.
O CPPC recorda que o Reino de Marrocos oprime o povo sarauí nos territórios ocupados e prossegue ainda com a pilhagem dos recursos naturais do Sara Ocidental.
O território do Sara Ocidental é o único território em África pendente de descolonização e, portanto,
considerado pela ONU um Território Não Autónomo.
Enquanto potência administrante colonial, a Espanha não deve desresponsabilizar-se pelo cumprimento do direito à auto-determinação do povo sarauí e muito menos adoptar uma postura que procure legitimar a colonização do Sara Ocidental pelo Reino de Marrocos.
O CPPC sublinha que Governo português está constitucionalmente obrigado a tomar uma clara posição de condenação da ilegal ocupação do Sara Ocidental por parte do Reino de Marrocos e de exigência do cumprimento das resoluções da ONU sobre o Sara Ocidental.
O aprofundamento da crise, com as suas contradições e repercussões no plano mundial, está na origem da resposta violenta e de cariz imperialista, particularmente por parte dos EUA, da NATO e da UE, que mais não visam do que dominar os recursos e as economias de outros países e povos, colocando em causa a Paz, os princípios consagrados na Carta das Nações Unidas e o direito internacional.
O imperialismo procura instrumentalizar ou mesmo substituir a Organização das Nações Unidas, atropela os princípios do direito dos povos à auto-determinação, do respeito pela soberania e independência dos Estados, da não ingerência nos assuntos internos dos Estados, da resolução pacífica dos conflitos, da desmilitarização das relações internacionais, do repúdio da guerra.
Veja-se como, em troca da exploração dos recursos do Sara Ocidental, se silencia cinicamente a colonização e a repressão exercidas contra o povo sarauí e os seus direitos.
O Conselho Português para a Paz e Cooperação é solidário com a causa nacional do povo sarauí e, em Portugal, tem promovido várias acções de solidariedade, onde exige:
- O fim da ocupação colonialista do Sara Ocidental pelo Reino de Marrocos;
- O respeito pelo direito à autodeterminação do povo sarauí, da sua legítima aspiração a um Estado livre, independente e soberano;
- O fim da brutal repressão do Reino de Marrocos e a protecção dos direitos humanos, incluindo os cívicos e políticos dos sarauís nos territórios ilegalmente ocupados;
- A libertação dos presos políticos sarauís detidos em prisões marroquinas;
- O reconhecimento pelo Governo português da República Árabe Sarauí Democrática e a adopção por parte deste, de uma posição interventiva, agindo em coerência com o respeito do direito dos povos à autodeterminação, como consagrado no artigo 7.º da Constituição da República Portuguesa.
Igualmente o Conselho Mundial da Paz, que o CPPC integra, condena a ocupação ilegítima do Sara Ocidental pelo Reino de Marrocos e é solidário com o povo sarauí e a sua justa luta.
Estamos empenhados em reforçar e ampliar a luta pela Paz, pela soberania e os direitos dos povos, em solidariedade com todos os povos que lutam contra o colonialismo, a agressão, os bloqueios, as sanções, as ingerências.
Estamos aqui, para contribuir para fortalecer a solidariedade com a justa causa nacional do povo sarauí em Portugal e no mundo.
