On the 74 years of NATO – Demand an end to the warmongering escalation! Demand peace!

The Portuguese Council for Peace and Cooperation (CPPC) considers that Finland's
accession to the North Atlantic Treaty Organization (NATO), on the day marking the 74 th .
anniversary of this political-military bloc, is a cause for concern, for what it represents in terms
of increase in insecurity and an increased threat to peace, given the warmongering character
of this organisation, contrary to the principles of peace, détente, disarmament, enshrined in
the United Nations Organisation Charter and in various international agreements.

We must remember that NATO was created in 1949, in Washington, by the US, with 11 other
countries, including Portugal, then under the oppression of a fascist dictatorship. But its
enlargement did not stop over the decades, having continued and even increased after the
end of the Warsaw Treaty, which was constituted in 1955 and dissolved in 1991. At its
Summit in Madrid, in 2022 – which was attended by Australia, South Korea, Japan and New
Zealand – NATO adopted the decision to expand its scope of intervention to the Asia-Pacific
region, particularly targeting China.

With the entry of Finland, NATO now consists of 31 countries. The combined military
spending of all its members represents about 70% of total military spending worldwide. Still
not satisfied, NATO wants that the military spending of the countries that integrate it should
increase even more, reaching, at least, 2% of the Gross Domestic Product (GDP) of each
country, by 2024.

The warmongering nature of NATO is evidenced by the wars for which it is responsible or
fosters, as in Yugoslavia, Afghanistan, Libya, Syria or Ukraine, where it wages a war by proxy
against Russia; by the arms race it promotes; by the sanctions that it instigates and to which it
is associated, imposed overstepping the UN and international law; by the escalation of
tension and confrontation that it promotes in international relations.
The CPPC reaffirms the urgency of dissolving this political-military bloc and creating a
collective security system based on the principles of the United Nations Charter and the Final
Act of the Helsinki Conference. It is urgent to embark on paths that effectively serve the
people and peace, which involves the diplomatic and negotiated solution of international
conflicts and not the arms race and war.

Whatever its supporters claim, NATO is not a guarantee of peace and security. On the
contrary, it is a warmongering instrument at the service of the interests of the United States of
America and its hegemonic agenda, as is increasingly clear in the present complex situation,
where we find that these interests and agenda have had and still have a central role in the
current escalation of war in Eastern Europe.

It is necessary to put an end to war, sanctions, the arms race, the increase in military
spending. Militarism in international relations was the path that led to the current escalation,
with all the danger it entails for Humanity, and it is only with an opposite course that it will be
possible to build and defend international peace and security.

On the commemoration of the 74 th anniversary of NATO, the Portuguese Council for Peace
and Cooperation once again calls for mobilisation for peace, recalling a few days after the
anniversary of the Constitution of the Portuguese Republic, its article 7, which states that
“Portugal advocates the abolition of imperialism, colonialism and any other forms of
aggression, domination and exploitation in the relations between peoples, as well as a
general, simultaneous and controlled disarmament, the dissolution of political-military blocs
and the establishment of a collective security system, with a view to creating an international
order capable of ensuring peace and justice in relations between peoples.”

Therefore, it is demanded that the Portuguese Government respect the Constitution of the
Portuguese Republic, outlining and applying policies that enforce it, that are guided by
national independence, non-interference, friendship and cooperation with the peoples,
rejecting war and militarism, defending the emancipation and progress of humanity, which will
only be possible in a world of peace, a world that all peoples claim and to which they are
entitled.

Nos 74 anos da NATO
– Exigir o fim da escalada belicista! Exigir a paz!

O Conselho Português para a Paz e Cooperação (CPPC) considera que a adesão da
Finlândia à Organização do Tratado do Atlântico Norte (NATO), no dia em que se assinalam
os 74 anos deste bloco político-militar, constitui um motivo de preocupação, pelo que
representa de aumento de insegurança e acrescida ameaça à paz, atendendo ao caráter
belicista desta organização, contrário aos princípios da paz, do desanuviamento, do
desarmamento, consagrados na Carta da Organização das Nações Unidas e em diversos
acordos internacionais.

Recorde-se que a NATO foi criada em 1949, em Washington, pelos EUA, com mais 11
países, incluindo Portugal, então sob a opressão de uma ditadura fascista. Mas o seu
alargamento não parou ao longo de décadas, tendo sido prosseguido e até incrementado
após o fim do Tratado de Varsóvia, que foi constituído em 1955 e dissolvido em 1991. Na sua
Cimeira de Madrid, em 2022 – que contou com a participação da Austrália, Coreia do Sul,
Japão e Nova Zelândia –, a NATO adotou a decisão de alargar o seu âmbito de intervenção
à região Ásia-Pacífico, visando, particularmente, a China.

Com a entrada da Finlândia, a NATO passa a ser constituída por 31 países. Os gastos
militares combinados de todos os seus membros representam cerca de 70% do total de
gastos militares de todo o mundo. Não satisfeita, a NATO pretende que os gastos militares
dos países que a integram aumentem ainda mais, atingindo, no mínimo, 2% do Produto
Interno Bruto (PIB) de cada país, até 2024.

O caráter belicista da NATO evidencia-se pelas guerras pelas quais é responsável ou
fomenta, como na Jugoslávia, no Afeganistão, na Líbia, na Síria ou na Ucrânia, onde trava
uma guerra por procuração contra a Rússia; pela corrida armamentista que fomenta; pelas
sanções que instiga e a que se associa, impostas à margem da ONU e do direito
internacional; pela escalada de tensão e confrontação que promove nas relações
internacionais.

O CPPC reafirma a urgência da dissolução deste bloco político-militar e da criação de um
sistema de segurança coletiva assente nos princípios da Carta das Nações Unidas e da Ata
Final da Conferência de Helsínquia. É urgente enveredar por caminhos que efetivamente
sirvam os povos e a paz, o que passa pela solução diplomática e negociada dos conflitos
internacionais e não pela corrida aos armamentos e pela guerra.

Por muito que o afirmem os seus defensores, a NATO não é garante da paz e da segurança.
Pelo contrário, é um instrumento belicista ao serviço dos interesses dos Estados Unidos da
América e da sua agenda hegemónica, como cada vez é mais claro na complexa situação
presente, onde se verifica que esses interesses e agenda tiveram e têm um papel central na
presente escalada de guerra no Leste da Europa.

É preciso pôr fim à guerra, às sanções, à corrida aos armamentos, ao aumento das
despesas militares. O militarismo nas relações internacionais foi o caminho que conduziu à
presente escalada, com todo o perigo que comporta para a Humanidade, e é só com o rumo
oposto que será possível construir e defender a paz e a segurança internacionais.

Quando se assinalam os 74 anos da NATO, o Conselho Português para a Paz e Cooperação
volta a apelar à mobilização pela paz, relembrando poucos dias após o aniversário da
Constituição da República Portuguesa, o seu artigo 7º, que afirma que “Portugal preconiza a
abolição do imperialismo, do colonialismo e de quaisquer outras formas de agressão,
domínio e exploração nas relações entre os povos, bem como o desarmamento geral,
simultâneo e controlado, a dissolução dos blocos político-militares e o estabelecimento de
um sistema de segurança coletiva, com vista à criação de uma ordem internacional capaz de
assegurar a paz e a justiça nas relações entre os povos.”

Neste sentido, do Governo português exige-se o respeito pela Constituição da República
Portuguesa, traçando e aplicando políticas que a façam cumprir, que se pautem pela
independência nacional, pela não ingerência, pela amizade e cooperação com os povos,
rejeitando a guerra e o militarismo, defendendo a emancipação e o progresso da
humanidade, que só serão possíveis num mundo de paz, um mundo que todos os povos
reclamam e a que têm direito.
